1. Preamble

In compliance with the provisions of the Public Procurement Act 2007, the Federal University of Health Sciences, Otukpo, intends to execute the under-listed projects to be funded under the specified interventions. Interested and competent contractors, suppliers, and consultants are therefore invited to submit the Prequalification and Expression of Interest Document in respect of the procurement as follows:

3. Scope of Work / Description of Projects

(a) Construction Projects

The scope includes substructure and concrete works, block work, roofing, joinery, metal, electrical, and mechanical works.

(b) Procurement of Goods Projects

Includes procurement, installation, and training on the use of teaching and research equipment and furniture.

(c) Consultancy Services
  • Pre-Tender Stage: Geo-technical surveys, designs, drawings, and Bill of Quantities.
  • Tender Stage: Preparation of Standard Bidding Documents, bid evaluation, and recommendation for award.
  • Post-Tender Stage: Supervision of works, valuation, progress reports, and other services.

4. Eligibility Requirements

Prospective Applicants should submit the following documents for pre-qualification:

  • Evidence of Certificate of Incorporation issued by CAC (Form CAC 1.1 or CAC 2 and CAC 7).
  • Company's Income Tax Clearance Certificate for the last three (3) years, valid until 31st December, 2026.
  • Pension Clearance Certificate valid until 31st December, 2026 (if staff strength ≥ 15).
  • ITF Compliance Certificate valid until December 31, 2026 (if staff ≥ 5 or turnover ≥ ₦50M).
  • NSITF Clearance Certificate valid until December 31, 2026.
  • Interim Registration Report (IRR) expiring June 30, 2026, or valid BPP certificate.
  • Sworn Affidavit disclosing any conflict of interest, no criminal conviction, not in receivership, no outstanding loan classified as doubtful.
  • Company's Audited Accounts for 2023, 2024 & 2025.
  • Reference letter from a reputable commercial bank indicating willingness to provide credit facility.
  • For Works: Company profile with CVs of key technical staff, including ARCON, COREN, QSRBN, CORBON registered professionals with valid 2026 licenses and attestation of participation.
  • Verifiable evidence of at least three (3) similar jobs executed in the last five (5) years (Letters of Award, Valuation Certificates, Job Completion Certificates, photographs).
  • For supply of equipment: letter of authorization from OEM.
  • For Consultancy: evidence of firm registration with professional body.
  • For Works: list of plants/equipment with proof of ownership or lease agreement.
  • For Joint Venture: Memorandum of Understanding (MoU) with lead partner; all JV partners must submit CAC, Tax, Pension, ITF, NSITF, IRR, and sworn affidavit.

Note: All submissions must be on company letterhead, with RC number, contact address, telephone, e-mail, and names/nationalities of directors.

5. Collection of Prequalification Documents

The Standard Prequalification Documents can be accessed by payment of a non-refundable fee of ₦10,000.

6. Submission of Prequalification/EOI Documents

Documents for each Lot should be spiral-bound, with table of contents and page numbering, in the order of requirements. Envelopes should be clearly marked "Prequalification documents" with the package and lot number, and the company's name on the reverse. Submissions to the Director, Procurement Directorate, FUHSO Otukpo, dropped in the Tenders Box at the Procurement Office not later than 12:00 Noon on Tuesday 14th July, 2026.

7. Opening of Prequalification / EOI Documents

Opening shall be immediately after the deadline at 12:00 Noon on Tuesday 14th July, 2026 at the Senate Chamber, Administrative Building, Otada Campus, in the presence of bidders or their representatives. For inquiries, call/WhatsApp: 07034715959.

8. Please Note

  • All submissions shall be in English Language.
  • More details in the Bidding document and Bill of Quantities. Original documents may be requested for sighting. Violators will be disqualified and reported.
  • No bidder shall bid for more than two (2) Lots.
  • Opening will be public, with video recording, in presence of bidders, CSOs, and professional bodies.
  • Only pre-qualified bidders will be invited for financial bid opening.
  • The University is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without liability (Section 28 of the Public Procurement Act, 2007).
